I thought if your enemy had 1 million troops with a readiness of 10%, it would be the equivalent of 100k troops. It appears I've been sorely mistaken

Did you account for the 10% random factor?

Is there a cap for attacking? It won't let you attack once your readiness drops to around 20%, but would I really only be 20% strength for attacking at that point?

25% is the limit for being allowed to attack. At 24% you can't. There is no effectiveness cap. My assumption always was that 25% readiness on attack means you have to send 4 jets to work as well as 1 at 100% readiness. But there could be some kind of formula there reducing the effect, but I don't think so.
