There is a large country on ffa in gdi. Its been able to do attacks on a country. But the country being attacked can not do a spy op back.

Not sure if this is a issue on other servers too.

Looks like their was update was in one of those numerous tldr posts no one reads about updates. Can delete this, I still will tldr.

This was caused by a bug that should be fixed now.
