If Salt polices any hit on a Stones country other than on Paulie's countries, those countries will be added to the queue to be killed.

My war is not with Stones, it is with Paulie. But if any Stones countries decide to be part of the war, then they will be killed, too. That includes having someone police the hits on them, as well as any attacks on Natural Numbers.
