Oil has been cheap all set, so I think some netters may have stockpiled it and are now realizing that it was foolish to stockpile oil, so I think oil production is basically zero right now, but all the oil being sold is stockpiled oil from earlier in the set.

And those producing oil are seriously dumb. But selling oil isn't pointless. Producing it is.
