Is it insider trading if you could find out the same information via the Library of Congress website or by watching committee hearings on C-Span? That's sort of the big question. They basically have information on industry trendlines, but those are almost presented in public forums yet virtually no one listens. I mean you could read the MEI report that's used in Medicare to determine existent health economy trendlines and then use it as a projection (and the big boys like Goldman Sachs do this), but most people don't bother to try. The difference between insider trading is when the information is only available to a select few and it came from within the company or someone in an authorative role overseeing the company.
