it isn't. the only thing you keep are unused bonuses and stored turns (as stored turns). I think I neglected to mention the turns part in the changes description. I'm not sure where people are getting the idea that you keep pre-existing stock...
We are very interested to know how well the restart changes work out and would appreciate feedback once whatever wars have played themselves out.
To clarify something: what you get is based on total turns you played during the reset NOT total turns you played with that particular restart. IE. if your restart dies your third country will get more stuff than what your second country did when it created (in terms of cs/money/land)

pain: restarts aren't exactly swimming in money so them having part of orig. country's military would hamper them alot.

Based on Martian's comments, using bonus points to get more turns while you are alive might create an advantage to your restart.

@balin: right.. but the scale is based on how many turns you play. So if you play more turns, you get more stuff..
and based on what hawkeye posted, we can deduce how many turns he played before dying:P
