you can find them if your in gdi
just try to use your missile on every country till it hits- the guy it hits is the one who stole your cash. Once they use harmful ops you can use missiles and war them. Anyone who did not do the ops it wont let the missile hit them.

Its actually extremely productive if no one decides to kill you.

A commie can pump up spies and make an additional 7-8m per turn! Of course, you will probably get in trouble for that
