If you want to war, war.
If you want to net, net.
If you want to do both, split into two alliances and each can pact accordingly.
My head is hurting from the "we're one alliance, some warring, some netting... we cannot pact you because our warring part might need to war you... but you need to respect our netting part's wish to net because its our reunion... so no pact, don't hit us, and wait to see what our warring part does even though we FS'd you last set after not pacting you..."
Seriously, ever try to see things from the other party's perspective?
If you are a netter who isn't getting to net, blame your own leadership for refusing to sign pacts to allow you to net!!!
