GDI does have the function of adding a second level of humanitarian limitation.

Level 1: 1/2 your networth, as enforced by GDI
Level 2: 1/8 your networth, after skirting GDI with a war dec

That's all that GDI does.

yah, it's still possible to buy free GDI, even though it's already free. and GDI takes 16 bonus points which would be like 24 turns
