I can just see it now, what was probably going through the guy's mind as he said that:

The almighty Sheriff and his Deputies quickly form a line, standing a few feet away from a few dozen or so federal enforcers. The two groups are staring each other down; each in front of their vehicles--the Sheriff and Deputies' patrol vehicles with their flashing blue, annoying LEDs; the federal enforcers in front of their black, heavily-tinted, heavily-armored SUVs. The Sheriff and his Deputies have their pistols holstered; the federal enforcers have their M-4s drawn, but are at ease.
See, the federal administration had very recently passed an order to start the banning of assault weapons, and the immediate confiscation of these weapons from any citizen who owned them. Executive Order <whatever number they decide to tack on> clearly spelled out the reasons for the banning and confiscation, as well as the severe penalties for noncompliance. It was a blatant affront to the Second Amendment of the Constitution, and the citizens were very afraid that the guns they had recently purchased in anticipation of the Order would be forcibly taken away from them in exchange for their continued freedom (from incarceration).
However, the citizens of the United States have a very unlikely ally that will stand with them in this time of trouble. The civilian law enforcement community has made statements that they will not enforce any federal ban or confiscation on assault weapons legally held by the citizens they serve, and will even hinder any attempts by the federal government to do so. In response, the federal government has formed a military taskforce, under the command of the Department of Homeland Security, to do what the civilian law enforcement agencies refuse to do. Several thousand soldiers have been pulled from the front lines in some other country ending in -stan to populate and be retrained under the new federal weapon enforcement "Special Operations" program, and given the tools needed to begin the confiscation process. (Who cares which branch of the military they came from?) These soldiers were specifically selected by their training and loyalty to the State--to them, the oath to defend the Constitution is just an oath. They were just there to follow orders and shoot things.
The first group of retrained soldiers are given their vehicles and ordered to begin the confiscation of assault weapons. Their orders are clear: neutralize any and all hindrances to the process. They are met at their Capitol's state line by an assortment of civilian law enforcement vehicles...
The Sheriff adjusts his duty belt with both hands, then calmly addresses the enforcers. "By the power invested in me by the laws and institutions of the state of <State>, I hereby order you to vacate this county at once."
Suddenly, the camera pans skyward, at the cloudy, gray sky. The clouds suddenly part to reveal a bright sun, surrounded by a patch of blue sky. Angelic music suddenly swells up out of nowhere for no apparent reason, and, for a moment, the scene is all too beautiful. But, then, the clouds pimp-slap the sun back to where it belongs, and take their rightful place in the sky once more. The angelic music fades away as the camera pans back down to reveal the end of the short battle between the almighty Sheriff's posse and the federal enforcers.
The civilian vehicles are mostly on fire, and there are a few smoking/burning craters where the Sheriff, his Deputies, and the officers from the other civilian agencies were standing a few minutes before. The federal enforcers, standing there, their weapons pointed to where the civilian agencies once stood, chuckle to themselves as the true fallacy of laws governed to protect the citizens from their government is made abundantly clear.
One enforcer isn't laughing, though. She has just realized she's broken a nail while pulling the trigger of her weapon, and is wondering where she will next find the time to go to Walmart and purchase another set of fake nails to glue to her real ones.
Oh, and the federal enforcers had one of those Apache gunships that did most of the work for them. I guess I should have mentioned that earlier. And you couldn't actually hear any shots being fired/missiles being launched and exploding because of all the music that came at the most inconvenient time. Someone should do something about that.
