The land/land is a multiplier; basically if you had < 1/3 the land of somebody else it multiplies by some factor (which i don't remember off the top of my head) to lower your effective spal; this has been changed to 1/6th
the original reason for this is so you don't end up with spy countries with like 1000A or 1A trying to game the SPAL system by being all "I have 1M SPAL" on 1 Acre -- that's the idea anyway
Finally did the signature thing.
