Bioterrism or Stir Rebellions? Which will cause more pop to leave?

stir causes pop leave immediately while bio causes pop to die when player uses turns, if there's risk that killtgt comes online do some bios too.

i understand that part, but if say you know you arent going to kill the country right away which will cause more pop to leave in the fewest amount of turns?

i haven't been bio'd in a while, but i believe SR would get you the better result, quicker

sr in any cases, bio gets cured usually in ~2-10 turns (haven't bio'd or got bio'd since ....... so no idea how well pop returns after curing or dies if bio'd) so pop loss might not be that good. do like i said, 1st srs and then bios later vso tgt needs to spend more turns to get pop back.

sr usually works better to kill a country. If the player comes on and you want to rush kill or something then bioterror.
