saw a lot of that the first set the restarts were messed with. the game kept original countries counted toward the 5 man limit, and couldn't make new tags.

led to some fun chaos.

with how the spirit of the server is late tags would basically be like untagged countries to the full tags from the start, which leads me to believe it's intentional

I think it's red x and warster, unless one or both stopped. martian probably mods all servers to a degree as well.
