Yeah. But passing judgement and punishment is not. Last I checked their job is to cite and arrest people for breaking the law, and then for the judicial branch to give them a fair trial and decide their punishment. Last I checked anyways. Maybe I'm crazy and these dudes are actually supposed to choke people to death over a 20 dollar bill. That's not the way I read the laws of the land tho.
