It just means that countries more than double your NW would have to declare war in order to attack you. Likewise you can not attack a country less than half your NW without declaring war. Helps when big countries are looking to bottomfeed you won't likely be their target.

Or another idea to "slow" things down without changing readiness or disallowing "fast" attacking would be to ditch the attack again button. Forcing the attacking country to reconfirm the attack every hit could slow things down just a little bit and prevent "spam" attacks.

From reading this thread it doesn't seem like the general consensus is "for" this idea, at least not how it's being presented. If we are to change the way killing is done I feel we should look at alternatives to losing additional readiness.

I like this idea, possibly tweaked just a little... A country would have to die at some point without the possibility of coming back or one could just get online, wait till dead and roll a few turns to regain pop. Die again, roll turns, rinse and repeat. How about you can kill, and the country has one attempt at resurrection within 3 minutes and the second time population is brought to zero its permadead.

I really don't like the idea of attack throttling... if at all it couldn't be more than 1 second/hit or I believe you will see some people quit.

I personally dont like the idea for FFA. For 1a possibly, but are we supposed to sit there and count to three before we attack again? If anything maybe limit the ability to hit to one second/one attack in 1a but I think FFA should be left alone.

As a Massachusetts resident I did like how he managed the states revenue and managed to reduce our state deficit by $3B while governor without huge tax increases. He does seem to have a knack for finances. However I was opposed to the healthcare reform package he signed and still am. It requires all Mass residents to either have heath insurance, or pay a tax penalty provided you aren't poor (if you are you get Mass health). It affects many who work in small business where coverage isn't provided, and make too much to qualify for Mass health. The Commonwealth Care package that was created is a low level, rather expensive option for those such people (like myself) who have no other affordable option. The difference between care provided by Mass health and Commonwealth care is quite stark. Mass health provides practically 100% coverage for any required medical procedure and presciptions, while Commonwealth Care requires a monthly enrollment fee (based on income), co-pays, deductables, and no coverage for for some things covered 100% under Mass health.

Overall, I do think he is a better option than Osama, however my vote will be going elsewhere (at least in the primaries).

The largest reason that WWII boosted the US economy which took us out of the Great Depression was the demand for goods in Brittain and other allied nations. It's my belief that even if a war broke out today that the US was not involved in (lol), and created a large scale demand for goods it would not be the US supplying those goods. Hell, the US doesn't even supply it own manufactured goods anymore. A significant percentage of total consumables can be produced elsewhere and shipped thousands of miles less expensively that it would be to produce the same things in your own hometown.

VT does export some of the power to MA and NH, but one of the major sources of income for the plant is from the US Military. They buy up spent fuel rods for use in missiles like the ones recently used in Iraq.

And VT is the "green" state.

Due to decommission in 2012, Entergy the owner/operator of Vermont Yankee nuclear power plant is attempting to get permits to operate the plant for another 20 years. There have been numerous safety concerns about infrastructure and Entergys willingness to further invest in the aging power plant. There are cracks in the reactors, leaking underground pipes, contaminated areas which will already be uninhabitable for the forseeable future.

In Massachusetts we have already had one nuclear power plant fail and contaminate the Housatonic River, which GE is still being sued over 25 years later. You cannot fish or swim there and there are signs posted everywhere reminding you to stay away. Ground water in the area is contaminated and people who used to live along the banks of the Housatonic have mostly moved away. I for one certainly hope the NRC stays out of this and lets the people of Vermont decide whether or not they are willing to pay a little less for electricity and risk public safety, or to have the plant decommissioned as planned. I am not a resident of VT, but I live within 50 miles of the plant directly on the Connecticut River which the plant resides. Let the people decide, not the corporations.
