Turns are great in tournament, you cant go wrong with turns if you use them to boost your mass-exploring. Though a few points in expenses early can help a lot if you are gonna run high military at the end and perhaps for while in the middle. ofc in the last few days indy booms are mandatory for indies.

The only time I use the Defense bonus is when I have a Dictator on Primary. The Defense bonus * the 25% Dictator bonus * the weapons is a cubed magnification of defenses! Add one or two huge DA's to double your defensive power yet again, and you have an excellent trap because many people will fail at the math.
Defence bonus is also good for walling I guess, I just rarely use it for that as well.
You could say that you should keep to the standard bonuses until you reach a very non-standard situation(like the one Getafix describes) and you understand very well how that will impact your bonus spending.
The most obvious change is if you plan to netgain and you are forced to war then you likely want to change from whatever else you been doing to turns as permanent bonuses might not have time to give you effect if the war already started.
Actually turns used right with mass explores are great no matter what. But after the mass explores I'd go for strat specific bonuses so farmer uses food booms. If you dont use turns for strengthening mass explores, I think while they are still strong they do lose a significant portion of their effieciency.
the two 130-145 turn Mass explores(from 4 and 8k acres) are really great for most strats.
